IIOT concerns the shop floor and making sure all of the assets are connected and communicating. This allows us to collect better data and execute better on the shop floor.
Industry 4.0 is at a higher level and to be successful needs to have IIOT as one of it’s supporting functions.

Industry 4.0 is a concept, which defines a framework. Internet of Things is a part of the implementation, to network and create a smart factory, which is the basic objective of Industry 4.0. Industrial Internet of Things is nothing but IoT that are used in Industries.

IIOT can be considered subset of the Industry 4.0 model. IIOT refers to intelligent devices that provide shop floor control and interaction with the governing layers of the shop floor by providing real-time data and feeding into the concept of smart manufacturing.
Industry 4.0 sits above this level where many individual technologies come together to form the umbrella concept that is Industry 4.0
